Yes, OHIP covers physiotherapy for eligible Ontario residents through the Ontario Community Physiotherapy Clinic Program. This government-funded physiotherapy program applies to seniors 65 and older, youth under 19, ODSP and Ontario Works recipients, and individuals discharged from hospital after an overnight stay for a condition requiring physiotherapy. To access OHIP-covered physiotherapy, you need a valid OHIP card.

Currently, around 90,000 Ontarians receive OHIP-funded physiotherapy each year through government-funded clinics. If you don’t meet the eligibility criteria, most Ontario residents can still access physiotherapy, chiropractic care, and massage therapy through extended health insurance, motor vehicle accident (MVA) insurance, or Workplace Safety and Insurance Board (WSIB) coverage.

IMPORTANT: Our East York clinic is no longer accepting OHIP patients, but this may change in the future, so please check with the clinic first. Our other HealthMax locations do not offer OHIP-funded physiotherapy.

What Does OHIP Cover for Physiotherapy?

OHIP covers clinic-based physiotherapy services at government-funded physiotherapy clinics operated under the Ontario Community Physiotherapy Clinic Program. This program is funded by the Ontario government and administered through Ontario Health. It delivers publicly-funded physiotherapy care to eligible patients, provided by registered physiotherapists.

OHIP covers an episode of care, not individual appointments. An episode of care is the full course of treatment for your specific condition or injury. Your registered physiotherapist sets the number of physiotherapy sessions within that episode based on your progress and individual treatment plan. There is no fixed visit cap.

Government-funded physiotherapy is available at community physiotherapy clinics across Ontario, not at private clinics. If you receive care at a private physiotherapy clinic, OHIP will not cover the cost, and you will need extended health insurance or another coverage source.

Who Qualifies for Government-Funded Physiotherapy in Ontario?

To be eligible for OHIP-covered physiotherapy, you must hold a valid OHIP card (your Ontario health card) and meet one of the eligibility categories below.

OHIP Physiotherapy for Seniors (Age 65 and Older)

Seniors aged 65 and older are eligible for government-funded physiotherapy services. This covers physiotherapy for a wide range of age-related conditions, including arthritis, post-fall recovery, balance disorders, and general mobility impairment.

Physiotherapy for seniors can be a significant quality-of-life investment. Clinics across Ontario offer funded physiotherapy services designed to help older adults regain strength, reduce fall risk, and continue living independently. If you are a senior active in your community, a registered physiotherapist can develop an individual treatment plan to support your specific goals.

Youth Under 19

Individuals under the age of 19 who hold a valid OHIP card are eligible for publicly-funded physiotherapy care. Youth and some other patients with specific chronic conditions may qualify for multiple episodes of care if their condition requires ongoing physiotherapy.

ODSP and Ontario Works Recipients

Ontario residents receiving Ontario Disability Support Program (ODSP) or Ontario Works benefits are eligible for government-funded physiotherapy services. If you are receiving ODSP, a separate component of your ODSP plan may also cover additional services at private clinics, including chiropractic care, pain management, and custom orthotics.

After an Overnight Hospital Stay

An exception to the standard eligibility criteria applies following an overnight hospital stay. If you were admitted to hospital for a condition requiring physiotherapy to recover, OHIP covers a course of physiotherapy regardless of your age. This applies to patients recovering from illness, surgery, or injury that necessitates supervised rehabilitation.

You can access government-funded physiotherapy clinics immediately after leaving the facility, avoiding gaps in your recovery timeline.

Refugees Under the Interim Federal Health Program

Eligible refugees may receive physiotherapy through the Interim Federal Health Program (IFHP) rather than OHIP. This federal program covers physiotherapy for eligible refugees without a health card or those in the waiting period for OHIP coverage. In the Greater Toronto Area, HealthMax Physiotherapy’s Scarborough location accepts IFHP coverage.

If you are new to Ontario and cannot access OHIP-covered physiotherapy for the first three months of residency, private insurance or extended health coverage can bridge that gap. Speak with a clinic directly about your options.

How the Ontario Community Physiotherapy Clinic Program Works

The Ontario Community Physiotherapy Clinic Program funds clinic-based services in communities across the province. Here is how to access care as an eligible patient.

  1. Confirm your eligibility. If you hold a valid OHIP card and meet one of the eligibility categories above, you can self-refer directly to a government-funded clinic.
  2. Find a government-funded clinic. Use the College of Physiotherapists of Ontario’s public register tool to find government-funded physiotherapy clinics near you. Clinic-based services are available in communities across Ontario, though availability in specific areas may vary.
  3. Book your first physiotherapy appointment. Contact the clinic and bring your valid OHIP card. Some clinics also offer in-clinic and virtual physiotherapy appointments, so confirm your preferred format when booking.
  4. Receive your individual treatment plan. At your first visit, your registered physiotherapist will assess your condition and develop a personalized plan based on your goals and recovery needs. The plan will define your episode of care and set out the physiotherapy sessions needed to achieve your outcomes.

What Is an Episode of Care?

An episode of care means OHIP covers the entire course of treatment for your condition, not just a single visit. There is no limit to the number of sessions within an episode. Your physiotherapist determines the appropriate number of visits based on clinical progress and your individual circumstances.

If you develop a new injury or condition, you may be eligible for a separate episode of care. You can also receive physiotherapy for more than one condition at the same time, at the same government-funded clinic. Speak with your physiotherapist and physician about what applies to your situation.

Does OHIP Cover Chiropractic Care, Massage Therapy, or Acupuncture?

This is one of the most common questions people have when exploring Ontario health insurance options. The short answer is no, OHIP does not cover chiropractic care, massage therapy, or acupuncture for the general population. These services are not included in the Ontario Community Physiotherapy Clinic Program.

Here is a straightforward comparison of what OHIP covers and how most Ontario residents access these services:

Therapy Type Covered by OHIP? How Most Ontarians Access It
Physiotherapy Yes, for eligible groups OHIP (eligible groups) or extended health insurance
Chiropractic Care No Extended health insurance, MVA insurance, WSIB
Massage Therapy (RMT) No Extended health insurance, MVA insurance, WSIB
Acupuncture No Extended health insurance, MVA insurance
Pelvic Physiotherapy No (private clinics only) Extended health insurance
Shockwave Therapy No (private clinics only) Extended health insurance, MVA insurance

If you need chiropractic care, massage therapy, or acupuncture, extended health insurance is the most common coverage pathway for Ontario residents. Most employer-sponsored benefit plans through Sun Life, Manulife, and Green Shield include these services. Many private physiotherapy and rehabilitation clinics bill your insurer directly, so you do not have to manage the paperwork or pay out of pocket first.

Can You Access OHIP Physiotherapy at Home or in Long-Term Care?

For patients who cannot travel to a physiotherapy clinic due to mobility restrictions, OHIP-funded in-home physiotherapy may be available. Contact Ontario Health to discuss in-home physiotherapy eligibility and arrange a referral. Your eligibility will depend on your specific condition and the services available in your region.

If you are a long-term care (LTC) resident, OHIP-funded physiotherapy is provided within your facility at no additional cost. This in-home physiotherapy is part of your residential care and does not require a separate application.

If you live in northern Ontario and need to travel significant distances to reach a government-funded physiotherapy clinic, OHIP may cover some of your travel costs. Contact Ontario Health for eligibility details related to travel assistance in your region.

Not Eligible for OHIP Physiotherapy? Here Are Your Coverage Options

Not qualifying for OHIP-funded physiotherapy does not mean going without care. Most Ontario residents have access to one or more of the following coverage pathways. Many involve no out-of-pocket cost once your claim is confirmed.

Extended Health Insurance

If your employer provides benefits through Sun Life, Manulife, Green Shield, or another major insurer, your extended health insurance plan likely includes physiotherapy, chiropractic care, and massage therapy coverage. Confirm your plan’s annual limits and whether your clinic offers direct billing.

At HealthMax Physiotherapy, we bill most insurance companies directly. You do not have to handle the paperwork or pay and wait for reimbursement. Consultations are free, and same-day and next-day appointments are often available at our seven GTA locations.

Motor Vehicle Accident (MVA) Insurance

If you were injured in a motor vehicle accident, your Ontario auto insurance covers a wide range of rehabilitation services, including physiotherapy services, chiropractic care, massage therapy, shockwave therapy, and psychological support. This applies whether you were a driver, passenger, cyclist, or pedestrian with an active auto insurance claim.

Our team handles all MVA paperwork and bills your auto insurer directly at no cost to you. If you’re recovering from a motor vehicle accident, you can start your treatment immediately and focus on healing rather than the administrative side of your claim.

WSIB (Workplace Safety and Insurance Board)

Workers injured on the job in Ontario may qualify for physiotherapy, chiropractic care, and other rehabilitation services covered through the Workplace Safety and Insurance Board (WSIB). You need an active WSIB claim and a physician referral. HealthMax Physiotherapy is a certified WSIB provider and bills directly for approved claims.

ODSP at Private Clinics

Ontario Disability Support Program recipients may access physiotherapy, chiropractic care, pain management programs, and custom orthotics at private clinics like HealthMax Physiotherapy, depending on their ODSP plan. A physician referral is required. Our team can help confirm your eligibility and submit claims on your behalf.

Deferred Payment

If you are not covered by any insurance plan and do not qualify for OHIP-funded physiotherapy, ask us about our deferred-payment option. This allows your care to begin before financial arrangements are finalized, so treatment is not delayed. Please contact us at one of our clinics.

Not Sure About Your Coverage? We’ll Sort It Out With You.

At HealthMax Physiotherapy, we bill most insurance companies directly, including Extended Health, MVA, WSIB, and ODSP. Consultations are free. Same-day and next-day appointments are often available.

Frequently Asked Questions About OHIP and Physiotherapy

Does OHIP cover physiotherapy for seniors?

Yes. Seniors aged 65 and older are eligible for government-funded physiotherapy through the Ontario Community Physiotherapy Clinic Program. You need a valid OHIP card. No physician or nurse practitioner referral is required. The program covers a full episode of care at no cost to eligible senior patients.

Does a health card cover physiotherapy in Ontario?

Your Ontario health card (OHIP card) covers physiotherapy only if you meet the eligibility criteria: seniors 65 and older, youth under 19, ODSP or Ontario Works recipients, or patients recovering after an overnight hospital stay. For all other Ontario residents, physiotherapy at private clinics requires extended health insurance, MVA coverage, WSIB, or out-of-pocket payment.

Are chiropractors covered by OHIP?

No. Chiropractic care is not covered by OHIP in Ontario for any age group or income category. Most Ontario residents access chiropractic care through employer-provided extended health insurance plans, motor vehicle accident insurance, or WSIB if the injury occurred at work.

Does OHIP cover acupuncture?

No. Acupuncture is not included in Ontario health insurance coverage. Extended health insurance plans from employers often include annual acupuncture coverage. If your injury was from a motor vehicle accident, acupuncture may also be covered under your auto insurance claim.

Does OHIP cover massage therapy?

No. Massage therapy provided by a Registered Massage Therapist (RMT) is not covered by OHIP. It is covered under most extended health insurance plans, as well as through MVA auto insurance and WSIB for qualifying injuries. At HealthMax Physiotherapy, our RMTs work within multidisciplinary treatment plans and we bill your insurer directly.

How much does OHIP cover for physiotherapy?

For eligible patients, OHIP covers the full cost of an episode of care at a government-funded physiotherapy clinic. There is no per-visit charge and no session limit set by the program. The number of physiotherapy sessions is determined by your registered physiotherapist based on your individual treatment plan and clinical progress.

Does ODSP cover physiotherapy?

Yes, in two ways. First, ODSP recipients are eligible for government-funded physiotherapy through OHIP. Second, your ODSP plan may separately cover physiotherapy, chiropractic care, pain management, and custom orthotics at private clinics. Contact Ontario Health or your ODSP case worker to confirm your plan details.

Can I access physiotherapy without a referral?

No physician or nurse practitioner referral is required for OHIP-funded physiotherapy at government-funded clinics. You can also self-refer and book directly at private physiotherapy clinics. Many private clinics, including HealthMax Physiotherapy, accept walk-in and same-day appointments for new patients seeking physiotherapy care.
